Chad president says will reintroduce constitutional term limits

N'DJAMENA (Reuters) - Chad's President Idriss Deby, in power for more than a quarter of a century, said on Tuesday he would reintroduce constitutional term limits if he won a fifth term in an election slated for April. A referendum in 2005 scrapped constitutional term limits before Deby won a disputed election the following year. "The principles of presidential term limits in the constitution must be reintroduced," Deby told a convention of his ruling party, for which he is the presidential candidate.

Four dead in Myanmar military plane crash

Four Myanmar military personnel were killed and one was seriously injured after a small air force propeller plane crashed shortly after take off in the capital Naypyidaw on Wednesday, officials said. Myanmar's Ministry of Information said a deputy corporal was the only person to have survived out of the crew of five. "(He) was sent to military hospital and the aircraft fire was extinguished by three fire trucks, according to initial reports," it said in a statement on its official Facebook page.

By Warren Strobel WASHINGTON (Reuters) - Libya needs to form a unified government before the United States and European allies opt for any military intervention against thousands of Islamic State fighters in the chaotic North African country, Egypt's foreign minister said on Tuesday. "This has to be a Libyan-led process," Egyptian Foreign Minister Sameh Shoukry told Reuters in an interview, while acknowledging that efforts to forge a single government from two rivals in neighboring Libya have been "difficult." U.S. counter-terrorism officials have been alarmed at the growth of an Islamic State affiliate in Libya, where it has amassed thousands of fighters, seized a coastal strip that includes the city of Sirte and attacked oil infrastructure.

MOSCOW (Reuters) - Russia's Foreign Ministry said on Wednesday that U.S. plans to build a missile shield in South Korea could trigger an arms race in Northeast Asia. The Pentagon confirmed on Monday that it will start formal talks with South Korea on deploying an advanced missile defense system to South Korea to counter the growing threat of North Korea's weapons capabilities after its rocket launch this weekend.
